    Neoliberalism by stealth? Exploring continuity and change within the UK social enterprise policy paradigm

    Social enterprise has been portrayed as challenging neoliberalism, and alternatively, as neoliberalism by stealth. Here we conceptualise social enterprise as a microparadigm nested within wider political and economic frameworks. Our analysis of continuity and change over a period of political and economic crisis in England demonstrates considerable evidence of normative change in the ideas underpinning social enterprise policies. However, further analysis reveals that the (neoliberal) cognitive ideas underpinning the social enterprise paradigm remained intact. This suggests that policy paradigms can accommodate normative differences within a shared cognitive framework, and hence, are more fluid, and have greater longevity, than previously recognised

    An algorithm for constructing Tanner graphs of non-binary irregular quasi-cyclic LDPC codes is introduced. It employs a new method for selection of edge labels allowing control over the code's non-binary ACE spectrum and resulting in low error-floor.     An assessment of failure to rescue derived from routine NHS data as a nursing sensitive patient safety indicator (report to Policy Research Programme)

    Objectives: This study aims to assess the potential for deriving 2 mortality based failure to rescue indicators and a proxy measure, based on exceptionally long length of stay, from English hospital administrative data by exploring change in coding practice over time and measuring associations between failure to rescue and factors which would suggest indicators derived from these data are valid.Design: Cross sectional observational study of routinely collected administrative data.Setting: 146 general acute hospital trusts in England.Participants: Discharge data from 66,100,672 surgical admissions (1997 to 2009).Results: Median percentage of surgical admissions with at least one secondary diagnosis recorded increased from 26% in 1997/8 to 40% in 2008/9. The failure to rescue rate for a hospital appears to be relatively stable over time: inter-year correlations between 2007/8 and 2008/9 were r=0.92 to r=0.94. No failure to rescue indicator was significantly correlated with average number of secondary diagnoses coded per hospital. Regression analyses showed that failure to rescue was significantly associated (p<0.05) with several hospital characteristics previously associated with quality including staffing levels. Higher medical staffing (doctors + nurses) per bed and more doctors relative to the number of nurses were associated with lower failure to rescue. Conclusion: Coding practice has improved, and failure to rescue can be derived from English administrative data. The suggestion that it is particularly sensitive to nursing is not clearly supported. Although the patient population is more homogenous than for other mortality measures, risk adjustment is still required

    Simulations of stripped core-collapse supernovae in close binaries

    We perform smoothed-particle hydrodynamical simulations of the explosion of a helium star in a close binary system, and study the effects of the explosion on the companion star as well as the effect of the presence of the companion on the supernova remnant. By simulating the mechanism of the supernova from just after core bounce until the remnant shell passes the stellar companion, we are able to separate the various effects leading to the final system parameters. In the final system, we measure the mass stripping and ablation from, and the velocity kick imparted to, the companion star, as well as the structure of the supernova shell. The presence of the companion star produces a conical cavity in the expanding supernova remnant, and loss of material from the companion causes the supernova remnant to be more metal-rich on one side and more hydrogen-rich (from the companion material) around the cavity. Following the removal of mass from the companion, we study its subsequent evolution and compare it with a single star not subjected to a supernova impact.Comment: 20 pages, 14 figures, submitted to Computational Astrophysics and Cosmolog

    Optimizing optical Bragg scattering for single-photon frequency conversion

    We develop a systematic theory for optimising single-photon frequency conversion using optical Bragg scattering. The efficiency and phase-matching conditions for the desired Bragg scattering conversion as well as spurious scattering and modulation instability are identified. We find that third-order dispersion can suppress unwanted processes, while dispersion above the fourth order limits the maximum conversion efficiency. We apply the optimisation conditions to frequency conversion in highly nonlinear fiber, silicon nitride waveguides and silicon nanowires. Efficient conversion is confirmed using full numerical simulations. These design rules will assist the development of efficient quantum frequency conversion between multicolour single photon sources for integration in complex quantum networks.Comment: 9 pages, 14 figure

    Canada in a Climate Disrupted World

    Climate change has already begun impacting economies and societies across the globe, and its impacts are expected to increase into the future. Adaptation to climate change is and will continue to be one of the greatest policy challenges facing the Canadian government. However, im- portant and much-needed work on understanding the future of climate change has not yet been completed. Gaps remain in the body of academic, government, and other policy-relevant publications. Specifically, there is a relative paucity of research done on the indirect impacts of climate change on Canada. These external impacts outside of Canada’s borders may have second-order effects, the implications of which have thus far remained largely unexplored. In this report, we identify key issue areas which are currently or potentially affected by these indirect impacts. We also undergo a thorough literature review, and locate areas in which further data re- search is required
